That's a wonderful question! I am interested to see what others suggest. Currently the library I work for is experiencing lack of a meeting space due to building renovations. While it is a temporary thing, I have been trying to think of programs we can do during the construction phase.
If space allows you and noise is not too much of a problem, you could utilize your regular library space. Perhaps you go do a program outside, or partner with other places around that might have space. Perhaps a bookstore or lounge area would be a possible partnership.
You can also host programs that don't require meeting rooms such as a Summer Reading program or a Winter Reading program. As people participate they can win prizes, etc. Since you mentioned you work at an army library, perhaps host a "write your story" campaign (of course a better title would be helpful!) in which those stationed in your area can right about their experiences in military service. And if your find you serve a lot of families, what neat stories you could gather! If you could obtain a list of those deployed, you could send letters to them, as well.
You could also look into exhibits, perhaps even creating one of your own from items in the collection. Host a family storytime in a outdoor setting during good weather months.
I'm sure there is more one could come up with, but I hope this helps in some way!

I'm looking for ideas for programs for adults ages 18-100 that can be
done without a program room. I work at an army library and we do not
have a program room. Therefore coming up with programs is difficult. I
have a small conference room, but it is often booked for meetings. Our
population varies from military that are stationed here anywhere from 1
month to several years, retired military, military families, and
civilian employees. I've already started a book discussion club that
meets once a month.
