Could you please be more specific about patron complaints concerning the
poles/sticks?  I've always thought of them as quite efficient and tidy.

I'm not sure of anything more "user friendly" than just lying them flat, but
inevitably I see "loose" papers disassembled far more often.

I'd say a daily should have a full week, maybe 8 days worth on the open
shelves.  A weekly or monthly, two or three issues.
