[Publib] Fees for obituary searches

As a person who has extensively researched his family history, I have 
encountered fees typically about $1.00 per obit and sometimes per page 
at some libraries. Add a small fee for faxing if you wish, say 50 cents 
local and $1.00 long distance. I would not be unhappy.
