[Publib] Overdues-maximum fines and processing fees

We have a maximum fine of $10 per item, or the value of the item if it is
below $10. If the patron pays to replace the item, we waive the fines. We
had a large number of patrons who were paying $3 for "lost" magazines and
then returning the items later to get their money back. Since then, we have
instituted a $5 re-stocking fee for lost and paid items that are returned
later.

P.S. For extremely late items, or high fine balances, we turn accounts over
to Unique collections. I won't say how I *feel* about that, but that's what
we do.
