[Publib] Pre-paid standing orders

We also had a standing order BWI but it wasn't "prepaid"...they billed us
for the books.  But I recently cancelled it as the shipping cost was
exceeding the price of one book.  They would only ship one book at a time
and always in a large over sized box - sometimes we would receive four books
at a time, but each in their own separate package.  It was eating up the
library's budget.  I spoke to them about this but they had no solution.
