[Publib] Off-list messages

While PUBLIB cannot control personal messages sent from one list member to
another, we strongly encourage you to treat one another with respect, even
as you share differences. This is also good professional advice -- what you
send to someone can be forwarded to others, read out loud over the phone,
etc.
