As with several other folks who have replied, cold resumes are not
useful to my Library (El Paso Public).  All hiring is done through our
City HR department and we are limited in how we can get information to
them.

However, I would suggest writing personalized letters to the Directors
of libraries in areas you would like to work asking for advice on what
libraries in the area might be hiring, what skill set they might be
looking for in any future hired they plan, what you can do to become
more hirable to them, etc.  Also, I wouldn't limit it to just Directors.
Sometimes a note sent to the email reference address can result in some
interesting networking opportunities.
