[Publib] Pre-paid standing orders

We have standing orders with BWI.  They have selections by age level (or
reading level) and we get 2 books from each level we have chosen each
quarter.  Since we have only one person to handle all children's
programming, collection development, and anything else to do with
children, the standing order with BWI is invaluable.
