[Publib] allowing patron's spouse to pay for overdue book

Depends on how the customer presents the issue - 
 
Mom wants to pay the fines on kids cards - no problem.
Spouse/friend/etc brings in book and says it is late, we take payment toward account on which the item was checked out.

I am interested in knowing if you allow someone other than a patron pay for fines and fees of that patron.  What do your state codes indicate for confidentiality?  Thank you very much, Elizabeth
