[Publib] Claims Returned

Hello, 
  I’m curious about claims returned.  Does your library have a limit on the number of “claims returned” a customer can have?  If so, what are the parameters? Number per year?  Number over the life of the card?  Cost of item?  etc.  Right now we don’t have a limit and I feel that customers are abusing this “privilege.”  Thanks in advance for your help!
