[Publib] Fees for service

I need some information pronto on libraries who charge fees for services - and those who don't and that rationale. We're in a new library and use has gone up by over 100%. There is no additional city revenue to hire additional staff so we're looking at closing a day - not a popular option for anyone. Our city finance director has suggested creating some revenue streams - charging for services like internet access, story time, meeting room use, etc. I, obviously, don't want to do this but need the strength in numbers and the information available from publib. Also - if anyone is doing this - does it work?
