SPAM-LOW: [Publib] Who may pick up reserves

Being a small library in a small town, we have had the same issue. After
consideration, the best solution we have found it this -
If you place a hold you must have that card to pick it up with 2 exceptions
1 - if the husband/wife/parent has come in previously and had us place a
notice on the card that said spouse/parent can pick up their holds. This
must be done in person, before the holds arrive. We do not accept "over the
phone" or email requests for this service IE Jane Doe stops by and has this
notice placed on her card. Next week, John Doe can stop in, show his photo
id and pick up the holds on Jane's card.
2 - the person wanting to pick up the holds has the card. I.E. - Jane Doe
wants to pick up John Doe's holds - so John Doe gives his wife his library
card. That, to us, represented permission to use that card.
Aside from these two exceptions - no dice. PA Law is very clear about who
can and can not have access to the information on a person's library card.

What is your library's policy on allowing a husband to pick up a
reserve/hold for a wife (or vice versa)?
Our current policy is that the person who places the title on reserve must
be the person to pick up the item. This is based on liability and customer
confidentiality. However, we are receiving multiple complaints.
Any and all help is appreciated.
