[Publib] Paperless Library Card Registration

I have a challenge to a patron's fines from an attorney. I've been
asked to produce the signed "contract" that authorized that patron's
account. Well, that signed authorization only exists in the form of
the signed library card in the possession of that patron - and
unlikely to be produced.
Because of other factors we're not likely to lose this challenge. It
does point to the possibility that a paperless card application system
may have it's legitimacy resting on the willingness of patrons to
accept and not challenge it.
A more sophisticated system with greater legitimacy could include a
means to capture and store a digitized authorizing signature.
