Toby,
I agree with you about the "value" issue. We have patrons who say when
they can't renew a book because there's a hold "well I'll just finish it
and pay my .30" or something similar. 
 
Snippet of original post:
I think the 10-cent fines may exist in that liminal space between a
social norm (the desire to bring the item back on time for all to enjoy)
and the market norm (the perceived extended-loan or "rental" fee that
makes a person feel like they're getting their money's worth for what
they paid.) An extra day may not be worth ten cents, but an extra week
might be worth 5 dollars.
