SPAM-LOW: [Publib] AV Fines

I would love to post some of these fine limits for our patrons who say we
charge too much. 

The Fines for our library system are
.50 per day on DVD's (loaned for 1 week) 
.10 per day on audiobooks (tape & CD), VHS, Young adult and adult books.
There are no fines on juvenile books.  
The max fine for DVD's is $10, for all other items it is $5. 

Most items are allowed one renewal (unless another patron has requested
them) 
Over the summer our library has suspended any renewals of in-house DVS's and
limited each family to 5 per library visit due to high demand (our
blockbuster left about 6 months ago). We are not sure if we will continue
the practice. 

As an aside - Why is it - the patron who has 11.50 in overdues pays it
willingly and the patron with .10 acts as if you have asked them to payoff
the national debt?

Our library currently charges fines for overdue AV materials ($2.00
each day - maximum $10.00 per item) and .05 for overdue magazines.  We
do not charge fines for overdue books.  We are considering eliminating
all overdue fines.  The thought is that we are currently penalizing
patrons who check out a certain type of materials.

I'd like to hear about your current policies for AV fines.
