[Publib] bike locks

We had a big problem with patron's getting their bikes stolen.  Our
Assistant Director bought two bike locks that we let people use when
they need them.  We are lucky enough to have a security monitor on duty
during the afternoon and evening so we gave him the task of being
responsible for it.  The monitor goes out and locks and unlocks the bike
for the person.  We encourage patrons to purchase their own locks.  When
the monitor is not on duty we don't offer the service.  We still have a
stolen bike from time to time, but it has certainly reduced the number.
