[Publib] Bike locks to borrow

Greetings, everyone!
Not sure if this showed up in any previous thread -- if it did, I apologize for the repetition.
We have a little problem with kids getting their bikes stolen from the Library. We are doing the signage thing ("lock your bike!" etc.) for the bike racks, but I've been mulling over having bike locks for checkout. Some part of the lock will be barcoded (maybe just the fob for the key) so bike riders can check the lock out with their library card... and if it disappears, it will work just like a "disappeared" book -- charged to their account.
Has anyone done anything like this or have any guidance to provide as we seek a solution to the broken hearts of tiny children who have lost their birthday bikes (some of them for the third time) to unscrupulous (and hard-to-catch) library bike theives?
