"No loitering" sounds better to me than "not allowed, period."  I
realize the original poster wasn't quoting from her library's policy, so
it's possible it's actually more similar to yours, Lise.  I have no
idea.  But generally I'd agree with the poster who suggested it's
better/easier/more ethical to focus on behaviors than on classes of
people.

We have a policy about "unattended adults" as we jokingly refer to them
in the children's area. Our policy states that adults without children
in the children's library (in our case a separate building) must be
using the resources of the children's library - basically, it prohibits
loitering in that area. And we treat women and men equally. We haven't
had any complaints.

We have a policy that states adults are not allowed in the children's
areas of our libraries unless they are a teacher, a parent, or
accompanied by a child (unaccompanied adults are asked their purpose for
being in that section).
