[Publib] books / no snow winter

I need help compiling a list of picture book titles that show winter in
states where it seldom snows but it does get cold enough to need heavy
jackets and mittens/gloves.

I live in the Dallas area and while it does snow here about once a year and
the snow may last for a week, some years the kids never see any snow. When
we are talking about seasons, books and indeed school tests seem to almost
always show snow.

Are there any fun picture books out there about cold winters that do not
include snow. I need them for toddler to preschool storytime.

If there are any author/illustrators out there, I feel we need some good,
fun, funny, clever winter without snow books. : )

Thanks in advance for titles you can suggest.
