If we have several qualified and interested in-house candidates we make
the recruitment closed promotional only.  If we do not have at least two
people or want to bring in new people we make it an open recruitment.
If we've made it open, then all are considered and no one has an inside
track.

Does anyone want to share their procedures for hiring in-house
applicants vs. outside applicants?  What are some deciding factors in
your hiring process, especially in the event of a tie?  Is age ever a
factor?
