[Publib] Patron requests for materials - online versions.

 We do, and well over 1/2 of our requests now come in this way. It's
*way* better for me than having to spend what seems like half my time
trucking out to the circ desk to say "What is this request for???"
and/or "Who is this request for???"

Of course, we still take paper suggestions for purchase, so there's no
down side for patrons. They have a choice of which way to go. Some do
different ones, on occasion. Others flood the paper box, others the
email box.
