[Publib] Legal action for large fines?

We use Unique Management for collections. We also limit 1st checkouts to
2 items, saving us unknown hundreds of items over the years.

You know the folks - they get a new library card, check out top videos
and books, and you never see them again.
Besides sending them letters (that return to sender), do you have any
legal procedures in place? As a patron, I seem to recall my old library
eventually served offenders a warrant. Do you do something similar, if
your library is an arm of your local government? Do you turn it over to
a collection agency?
As a librarian and a taxpayer (we have voted to tax ourselves for the
library), this drives me nuts.
