[Publib] paying off fines

Our limits are $5 or 90 days. So, they can carry a balance of less than
$5, but they have to pay it off if it's over 90 days. That gives people
a chance to check out a time or two if they don't have big fines and
don't have cash on them. However, if they don't come in anytime during
the 90 days, they have to pay up when they show up. We used to get
burned on that all the time. "Oh, I didn't know I had a fine. I haven't
been here in months. Can I check out today and pay it next time?" We'd
say okay, and then we'd never see them again. Sometimes they would rack
up more fines and sometimes never bring the materials back that they
checked out while delinquent. So, no more slack.

Hi.
Here at Halifax Public Libraries we require that at the time of the
annual information update on borrowers' records, all outstanding fines
be reduced to zero, not just to below the blocking amount of $10.00.

I may have missed this in all the recent discussion on fines, but do any
of the libraries out there require that library borrowers pay off all
their fines at some point? Or do you allow them to carry the fines as
long as they do not reach the blocking limit?
