[Publib] The impact of overdue notices

The current situation in Florida is causing most public libraries to
reduce budgets and initiate cost-cutting measures. A discussion that
came up in a strategy meeting questioned the effect of discontinuing our
current practice of sending an overdue notice after two weeks and simply
sending a bill one month after the item is due.  This question is for
those public libraries who charge fines on overdue materials. Has anyone
tried this?  Would you please relate your experiences or opinions?
