[Publib] Replacing library cards w/ fines etc

We charge .50 for replacement cards and anyone can pay to replace one.
However, we don't allow delinquent patrons to use the computer lab. They
can use the subscription databases, though.

Our Library currently has an ambiguous policy for issuing replacement
library cards to people with overdues, fines and other fees still
attached to the old card.  We're finding that people frequently want the
new card, but don't want to pay their fees.
 
All fees transfer to the new card, so the patron still can't use the new
card to borrow materials until they resolve their debts.  They can,
however, use the delinquent card to log in to the Computer Labs, and log
into various electronic subscriptions the library maintains.    Just
anecdotally, we seem to observe more problems in the computer lab from
library users who are not in good standing with the Library.
 
We'd like to know what other libraries are doing.  What are your
policies regarding issuing replacement cards?  Do you require patrons to
pay off fines, etc., before issuing replacement cards?
