[Publib] 13-digit ISBNs and certain review journal

I was also tired of converting 10-digit ISBNs to 13-digits, so I wrote to 
the editor of the review journal in question.  He responded promptly that
"several of the companies who license our reviews could only process 10s," 
but that this problem will end "very soon".
