[Publib] Copyright Laws Question

Not a lawyer, usual disclaimer, etc....

But--I believe I do know the answer to both of these questions.

The first is not allowed; the right to copy into a different format is 
retained by the copyright holder, not the buyer of an item.

The second *is* allowed if an unused replacement copy is not available at a 
fair price after a reasonable search; Section 108(c) of the copyright law 
does specifically allow libraries to make a copy for preservation or 
replacement purposes.  The library must own the item being preserved or 
replaced.
