[Publib] isbn numbers

ISBNs have nothing to do with the LOC.  There are
agencies all over the world that issue the numbers
based on geographic areas.  In the US it looks like
it's Bowker:

There is a FAQs page that may help answer your
questions about ISBNs.

I don't know for sure but it was my understanding that
OCLC is an authoritative source for cataloging
information.  http://www.oclc.org/
