[Publib] Security/Safety Plans

We are looking for examples of public library security/safety policies
or plans.   This policy/plan might cover everything from disruptive
behavior, physical safety, building safety, internet safety to disasters
like fires, hurricanes, tornadoes, etc.

  Any policy of this nature will be helpful.
