Why is this so bad?

Possibly because of the big sign on the door stating PUBLIC; this is  
of particular importance when one resides in (in Illinois resd pays  
property taxes to support) the library in question.

If one's child is on the public floor, who is to stop me from spending  
my break on the floor with him rather than in the staff room?

Obviously, this only works with children seven or older and following  
the same rules all the other patrons are required to follow.
