To piggyback on Paul's points: a couple more issues came to mind.

The first is that if children are being pressed into service in any way,
there are potentially issues... such as patron confidentiality. The
comment about a youth doing volunteer work in the OCLC modules made me
think of that. 

The second is the value of policies in general. The original poster
asked about policies, and indeed while as we said in the Air Force,
"flexibility is the key/to air superiority," without policy, there can
be much misunderstanding. It helps *everyone* if the going-in guidelines
are clear to *all* employees. 

I appreciate how, though this is a volatile topic (we seem to get them
this week!), everyone is responding to the issue as diplomatically as
possible.
