[Publib] Budget Cut lists -- Philly Mayor Booed

They always Boo the mayor in Philly.  The only person they never booed  was 
Frank Rizzo, and that was because he might have had them killed.  You  remember 
that they boo Santa in Philly?  If God or his offspring appeared,  they would 
throw things.  I love Philly.
