If I had to put a cause behind the difficulties I often have with  
agency/government libraries it is that these professionals too often act like  their 
work has ended (and successfully) if they have given some sort of  response--any 
sort, not necessarily including the correct answer or a sound  lead.
 
To tell a hard truth, I had occasionally amused myself by thinking what it  
would be like to "out" these folks.  You know, post names and  circumstances.  
You'll notice that I have concealed the actual request and  the type of agency 
pretty well--maybe next time I won't.  
 
Bottom line here is, I work to provide answers in detail to people who  
depend upon me.  My employer doesn't really give a fig about what it takes  to get 
the job done--nor should he.  
 
Now a strong piece of praise.  In every state you will find a law  library; 
there are also law libraries in the various counties, and some in  cities.  My 
best luck and finest responses come from law librarians.   Hands down.  The 
reason for this is that law librarians do a huge amount of  research, and also a 
good deal of writing.  They know what it means to need  something, and they 
get what you need quickly.  Want to have some  fun?
 
Send a note to your state or county law library requesting to know the  
underlying intent of the legislature with regard to the passage of some  important 
state law passed two decades ago.  Tell them it is of vital  importance that 
you find this, for a paper you're writing.  Watch what  happens.  
 
So, what am I going to do after all the odd emails, turn-downs and other  
stuff comes in to my office?  I'm going to use what I can, and then make  some 
calls to law libraries.
