Seasons greetings to you, too.  Alas, I cannot help with your request but I have a suggestion for you for this and 

If you search www.worldcat.org (it's free and no registration is required) for this title, it  
is held by numerous college and university libraries in the U.S.  If you indicate your location, the search results will come back with the closest library first.   I did not notice any public libraries in the first page of results I got but I'd see a different list than you will because of the location feature.  

If you have been trying to obtain this item on interlibrary loan using OCLC but have not had any success, there are 2 likely problems -- either your MAX COST is below the amount the supplying library charges or  there is a problem with the citation you are using (it's quite amazing how often this happens.) 

Just for your info - Publib is  primarily devoted to public library issues and concerns, so it is probably not the best place to find a scholarly journal.  Perhaps a library school professor or student subscriber can help you.  Many U.S. colleges and universities are in intercession now but most continue to provide ILL during the holidays.
