[Publib] Removing item checkout limits for media

We have no limits for media checkout or for holds. We'd much rather have
our material in patron's hands than sitting on our library shelfs. Patrons
do assume a risk of hefty fines when they checkout large numbers of media
items. We risk the loss of larger quantities of material (losses realized
in only a couple instances). It is also annoying when a patron has dozens
of items awaiting pickup but these folks are the rare exception and their
behaviors don't drive our policies. We have a growing collection of DVDs
that numbers about five thousand at present. This small collection (with a
shorter checkout period than books, CDs, and audiobooks) accounted for 21%
of over one million total circs last year.
