[Publib] Damaged CDs in the mail

We have recently been experiencing a rash of damaged CDs that we have loaned
on interlibrary loan and have either arrived at the borrowing library
damaged or returned to us damaged.  The cases have been badly bent and
broken and the CDs totally smashed.  Apparently, this is happening in the
mail.  We use the hard cardboard CD mailers, but this is still happening.
We are curious as to whether other libraries have experienced similar
problems and, if so, are you using the cardboard CD mailers or other
mailers? And what have you done to try to remedy the situation?  The post
office has not been helpful in shedding light on this problem.  Thanks for
any input you may have.
