[Publib] Staffing RFP

I am looking for a Request for Proposal for a staffing study.  Has anyone 
written one or do you know where I might find at least a basic draft of 
such?

Also, do you have names of consultants who might perform such a study?

Our City has requested we study the number of full-time equivalents, ratio 
of full-time to part-time, and internal division of labor.
