[Publib] sheet music copyright question

Folks,
In a recent discussion about sheet music copyright my colleague insisted
that it was OK to scan sheet music into a digital file and e-mail it,
however it is a violation of copyright to fax sheet music. My position -
duplication is duplication regardless of the technology involved
therefore scanning would violate copyright just as faxing would. Anyone
care to weigh in?

1. How much time is spent repairing books damaged by patrons?
2. What is the monetary cost of making these repairs?
3. What are some examples of damage that occurs?
4. How are damages handled in your library?
5. Is there any tyoe of marketing done towards patrons in regards to 
preventing damage?  To staff?
