[Publib] halfway houses and material loss

Deb,
We have a domestic violence shelter close to our library and we issue cards to their residents, but they can only check out one item at a time. When that item is returned then they may check out another. In doing so, we keep our losses to a minimum. HTH!

Subject: [Publib] halfway houses and material loss
Just inquiring if your library has a procedure or policy on the issuance of library cards to halfway house clients-do you issue library cards to individual clients or cards to the organization?
Our library has issued individual cards in the past but since clients are highly transient, material is not returned and the loss is considerable. If cards are issued to the organization, they would, ideally, be financially responsible for the lost materials and would either be required to reimburse the library for lost material or have explain to their clients why a card was stopped. This would in no way deny library service to halfway house clients but would make the halfway house responsible for material gone missing.
Good idea or bad idea and how does your library handle this issue?
