[Publib] all staff workshop wording

Thanks to everyone who responded to my question about wording the
announcement for closing for our all-staff workshop. Many people suggested
using the word "in-service" in the announcement. Many people also suggested
letting the public know that our website is available 24/7. Although I don't
have the exact wording yet, I will definitely use everyone's ideas.
