DEPARTMENT: COUNTY LIBRARY
JOB TITLE: COUNTY LIBRARIAN
JOB SUMMARY:
Manages directly or indirectly all activities of a county wide library
system.
DUTIES & RESPONSIBILITIES:
Manages and supervises library employees in order to satisfactorily
achieve library outcomes and performance measures. Frequently answer
questions and complaints from the public. Prepare and manage library
budgets for operations and capital improvement projects. Prepare
requisitions for many property and equipment items purchased with the
library’s operating budget and with bond funds. Writes specifications
for some items and processes. Lead in preparing short-term and
long-range plans for all library operations, including collection
development, reference services, programming, training, circulation,
technology, maintenance, public information and new services and
projects; participate in many aspect of library building projects and
major building maintenance projects. Participate in the Houston Area
Library System and Texas State Library activities, including preparing
plan-of-action and performance reports for state library grants.
Represents the library with community groups and participate in other
county events. Work with other county departments and the County Judge
and County Commissioners to provide service to county residents. Lead
the library Administrative Council in making library policy. Attend
County Commissioner’s Court meetings, monthly Library Board meetings
and Law Library Committee and Friends of the Library meeting every other
month. Solicits gifts, grants and public/private funding and
partnerships for the library system. Participate extensively in Human
Resources matters involving all library employees, including approving
all new hires and performance evaluations, disciplining and terminating
employees. Interview and complete performance evaluations for all staff
supervised directly. Serve as “in-charge” person for George
Memorial Library most weekdays, including handling incidents with staff
and patrons. Directly supervise the Manager of the Adult Services
Department, George Memorial Library and all aspects of the operation of
the department. Participates in activities and duties related to
emergency management during a local state of disaster as directed by
appropriate county managers.
REQUIREMENTS:
Masters Degree in Library Science. Seven years of job related
experience. Four years of supervisory experience. Advanced computer
skills; excellent verbal and written communication and organizational
skills; interpersonal skills, strong supervisory and problem solving
skills; ability to deal effectively with the public, other employees,
and elected officials; ability to complete assigned projects in a timely
manner.
STARTING SALARY RANGE: Based on experience and qualifications.

The country’s 24th most popular Micropolitan community (named by the
National Business Journal) could be your new home!
Manitowoc (WI) Public Library (MPL) seeks a dynamic director for our
52,000 sq. ft. facility (built in 1998) located on beautiful Lake
Michigan. MPL serves a community of more than 34,000, with a service
population exceeding 58,000, and a budget in excess of $2,370,000. It is
anticipated that this year’s circulation will near 700,000. MPL has a
staff of 62 (35 FTEs), plus an enthusiastic Friends organization and a
forward-thinking Foundation. MPL is a vibrant center for the community
and surrounding area, and is the resource library for the two-county,
six-library Manitowoc-Calumet Library System.
The Director reports to and is advised by an 11-member MPL Board.
Position requires excellent verbal and written communication skills,
proven fiscal acumen, and understanding of current library technologies
and trends, demonstrated team building and motivational skills, and the
ability to develop and maintain effective working relationships with
boards, employees, community leaders and the public.
Candidate must have an MLS from an ALA-accredited program plus five
years min. progressive public library experience, preferably in a union
environment. Candidate must be eligible for Grade 1 Wisconsin Library
Certification. Salary commensurate with experience. Anticipated range
$72,000 to $80,000 negotiable. Excellent benefit package.
