[Publib] Library Cards...do we really need them? Part 2

It might work under certain circumstances, but it wouldn't work here. We have a very large military base and a University. Both are populated heavily by people that never get the state ID, keeping their home state ID instead. Then, of course, there are the homeless people who can't get a state ID.
