[Publib] Claims Returned

In our library, a patron may accumulate 3 claims.  At the time of the third claim, they lose borrowing privileges until they pay for all books from the claims plus administrative costs.

  Hello, 
  I'm curious about claims returned.  Does your library have a limit on the number of "claims returned" a customer can have?  If so, what are the parameters? Number per year?  Number over the life of the card?  Cost of item?  etc.  Right now we don't have a limit and I feel that customers are abusing this "privilege."  Thanks in advance for your help!
