How about Purchasing and Processing?  Those are terms that are familiar to
the general public.  Please not the Collection Department.  That will make
most people think of a bill collector hounding them day and night.

We sometimes just use the term "Processing Dep't".  It isn't as precise but
it is a term that is more familiar to the general population.  "Technical
Services" sounds like the IT department and "Cataloging" sounds like L.L.

Our Town Manager would like a more intuitive name, one understood by the
average Joan on the street.  Acquisitions and Cataloging comes to mind, but
is "Cataloging" more secret library mumbo jumbo not understood by said Joan?
