On a purely local level, and I appreciate that you are looking at the
broader picture, full time employees of the Madison Heights Public
Library are unionized, as are all full time City staff. As Ms.
Rawles-Heiser suggests, the library is a City Department. The
Department Heads (including the Library Director) belong to an AFSCME
union and the three other full time library staff, the Head Reference
Librarian, the Youth Services Librarian, and the Library Technician
(circulation and automation) belong to the City Municipal Employees
Union, formerly the TEAMSTERS, and now TPOAM. Of course, the majority
of library staff is part time, and covered by a City wide part time wage
policy, that provides minimal wage increases and no benefits. My
understanding is that our situation is the exception, rather than the
rule, in our cooperative.
