[Publib] Student loans

I did verify that librarians are included as public servants. So all of you 
who have been paying 10 years with 10 years of service, kiss those loans 
goodbye.

The article I read said you can take advantage of that starting October 1.

(And for the rest of us, at least they are going to reduce the interest 
rate.)
