Turn that question around:  what if your patrons who are not homeless  
frequent the library and don't take advantage of its resources?  Simply  being in 
the library is taking advantage of a resource.  We should be  worried more about 
what people do in the library than what they don't do.   Unless we want to 
start making a list of necessary behaviors.
