[Publib] Blocking MySpace and YouTube

I don't understand why some libraries insist on blaming awebsite for
behavior problems. A patron's behavior is acceptable or not based on
what they are *doing* not what library resource they are using.   If
patrons are using these sites without being disruptive or violating
whatever system you have for distributing computer time (you do have
a system right? I mean it is 2007?) then what possible concern is it
of the library what they are doing as long as it is legal.
