Greetings Alexa,
Most of the components for computers are coming from the
same vendors - they are just assembled under different brands.
So, after determining specifications and service contracts, the
big issue will be cost.
Most states will end up entering into state-wide purchase
agreements with major vendors in order to bring down cost
by bulk purchase and streamlining processes. They will
create a set of specs that meet a particular need, submit
it to the vendors, find the lowest cost, and create an online
ordering system. Dell, Gateway and HP have those sorts
of processes. You would need to determine if a library -
which might be receiving state-grants is eligible to participate
in group purchase. If not, library consortia can do the same
sort of thing.

Hello Everyone!
I'm a librarian trainee/MLS candidate in New York.
I'm working on a technology purchase assignment for library school that
requires me to review three different computer models and then decide which
would best suit a public library. I'm supposed to look at technology review
sites, tech forums, listservs, etc.
The place where I'm working right now uses a combination of Dell and IBM
models so I have two of my three bases covered.
My question is this: has anyone purchased HP, Gateway, Sony, ACER, or any
other machines for their library to be used by the public?
