[Publib] "legal age" question

Our library is fortunate to have a large enough staff that I cannot think we would ever have this question come up. However, if an 18-year-old is legally old enough to __(fill in any blank), would it be an age-discrimination issue to not allow a legal adult access to a job the law would allow them to have? 
 
Also I have known many over 21 (even over 40, or more) who would have been incapable of dealing with a sticky situation without a back-up with back bone. If the problem is potentially a serious threat, it needs to be dealt with for all employees.

Members of my board recently asked me to draft a policy requiring that our 
small library always be staffed with at least one employee of "legal 
age".  One board member interprets that to mean 21, although in Missouri an 
18 year old can sign a contract, buy a car, etc......
